The Tokyo Metropolitan Government Ordinance on Prevention of Passive Smoking was fully adopted on April 1, 2020, prohibiting all smoking indoors as a general rule.
As a result, people are often seen smoking on the street. However, smoking on the street and littering cigarette butts are prohibited everywhere in Chuo City, including Ginza, according to the Chuo City No Smoking While Walking and No Littering Bylaw. (Smoking includes heated tobacco products.)
Smoking on private streets is also prohibited without permission from the land owner.
